Background

Dr. Deepak B. Phatak graduated in Electrical Engineering from Indore and then completed his M. Tech. and Ph. D. in Computer Science. He is with IIT Bombay since 1971 He served in the Department of Computer Science and Engineering till January 2000 and was the Department head from 1991 to 1994. He also served as the first Dean of Resource Development for IIT Bombay from 1995 to 1998. He was invited to  head the Kanwal Rekhi School of Information Technology set up in October 1998 at the Institute. He was appointed to the Subrao Nilekani Chair in the School in January 2000.

 

Research Interests

His research interests are in the areas of Data Bases and Information Systems, Software Engineering, System Performance Evaluation, IT enabled Education and IT strategy planning. His primary research inclinations are in Technology application and deployment areas. He has guided five Ph.D., over 60 M.Tech. and several B.Tech/M.Sc. students. He is the architect of the benchmark-toolset "PARIKSHAK" that has been used by several Indian organizations for system performance evaluation.

He has been involved in the development of an authoring environment for creating interactive Computer based tutoring systems. Through a large project sponsored by the Aeronautical Development Agency, he has developed a tutoring environment for a maintenance training simulator which is now being used as a product for training engineers and technicians for maintaining large and complex engineering systems. He is presently engaged in an attempt to port the system to JAVA for possible use an intranet and internet. He was invited to work on the Saraf committee set up by RBI to plan induction of modern Information Technology in the National Payment Systems. Arising out of this association, He has successfully coordinated a large pilot project on the Institute campus to introduce smart card based payment systems in the country. The draft national standards evolved in the project have been submitted to and accepted by RBI. He currently chairs a SEBI Committee to evolve similar technical standards for internet trading.

 

Professional Activities

Apart from developing courses and labs in Information Technology at the Institute, he has been involved with curriculum development efforts for the undergraduate and postgraduate programs in Indian Universities and colleges in the field of Computer Science and has advised several Institutes in setting up their CS Department and laboratories. He participated in the CLASS project aimed at introducing computer education in schools. He was co-cordinator of the IIT Bombay resource center for the project IMPACT of DoE. He has worked on several AICTE and ISTE Committees. He was invited to the working group of the National IT Task force on Human Resource Development.

Dr. Phatak has a long association with Computer Society of India spanning over two decades. He has regularly been participating in all major CSI events. In CSI 1987, he organized a national programming contest for students. He was program committee chair for Bombay Chapter's annual convention in 1991 and for CSI annual convention in 1993. He has been deeply involved with CSI COMAD conferences for many years. He played an important role in getting the prestigious international conference on Very Large Data Bases (VLDB) to India and was the General Conference Co-chair for the same in 1996. VLDB 96 was resounding success and apart from establishing India's strong position in Data Base activities, it also generated a large sum that has since been endowed by CSI & VLDB for promoting activities in this area. He was given the "Patron of Mumbai Branch" award in 1998 and the CSI Fellowship in December 1999. He has also been elected fellow of IETE in March 2000.

He has been a consultant and advisor to many organisations on various issues related to Information Technology. In the financial sector, he has involved in a major effort by Industrial Development Bank of India to use relational data bases on Unix platforms in late 80's. He has been an I.T. advisor to the State Bank of India for several years. He has also been a consultant to several other financial and industrial organisations like Reserve Bank of India, Unit Trust of India, Industrial Credit & Investment Corporation of India, Life Insurance Corporation of India, New India Assurance, Rashtriya Chemicals and Fertilisers, L&T, Times of India, etc. He works on several committees advising Government departments on issues related to computerization. Dr. Phatak is on the boards of IDBI Bank, ISIL, UTIISL, NIBM, IDRBT and NIA.

 

Dream

Dr. Phatak's dream is to see a resurgent India catching up with the world using Information Technology as the spring board. Towards this end, he has pioneered the establishment of the K.R. School of Information Technology at IIT Bombay. This School will endeavor to create future IT leaders through post graduate educational programs and R&D focus on IT applications, new technologies, processes and products. Through his initiative, the school has started two new activities. One is on offering of the DIIT programs through distance education to working professionals. The other is to set up a pilot IT business incubator to promote IT entrepreneurship.
